Comments on activities and operations observed:
- Preparations for connecting sections of pipeline located on the east riverbank;
- Application of coating on a section of pipe to be installed in the trench on the east riverbank;
- Backfilling the section of pipeline in the trench, on the west riverbank;
- Compacting for the area of trench backfilled with a bed of sand located inside the riparian protective strip west of the river;
- Installation of a pipeline identification tape and sand backfill, west side.

The NEB audit team attended the MACO meeting at the start of the day in the Champion offices at the construction site. The following topics were addressed: IPE requirements for tasks to be completed during the day, adjustments to be made to equipment and work methods owing to weather forecast (heavy rain) and a review of the activities completed the previous day. Several reminders were issued to the workers: first aid measures, accessibility of first aid responders and medical services, and environmental protection precautions.

Wednesday, November 11, 2015 (11:00 a.m. to 4:30 p.m.) and Thursday, November 12 (7:30 to 10:30 a.m.)

- For application of coating on the pipeline, a wooden board was put in place to recover accidental drips.
- A tree bypassed by Champion during Phase I of the project, east of the river, is located in the NAC’s temporary storage area and is fenced to protect the root system.
- Steps to protect against river sedimentation are the control and responsibility of NAC and are installed at the locations shown on the environmental protection plan for the reconstruction.
- The MACO/Champion site machinery checked by the NEB Officer: none of them have obvious signs of leaks or plant debris and all have an emergency oil spill kit in the event of a rupture.
- The water from the river bed trench is pumped and transferred to the NAC pumping operations and not to a dewatering bag as described in Champion’s project documents. However, having reviewed the results of observations made by HATCH for the relocation site, the NEB Officer is satisfied with the results for non-surplus turbidity demonstrated by HATCH.
- The dewatering basins are located west of the River. The project managers for HATCH and Champion indicated that these temporary facilities were not currently in service, but could be used to recover fine particles if the turbidity observations showed levels that exceed requirements.
- The sediment control curtain is in the river downstream from the temporary dam.

Meeting with the Gaz Métro / Champion representative at the Thorne delivery station.

- The pipes, accessories, valves, safety devices and other stationary equipment used to transport hazardous substances (gas and mercaptan), are clearly identified and the direction of flow is indicated by arrows on self-adhesive labels.
- A properly equipped emergency spill kit is located on site.

- Signage identifying the gas pipeline is located at the requisite strategic locations (water courses, roads, etc.), is compliant with Clause of CSA Z662, and is bilingual.
- Vegetation is well-established on the riverbanks and is similar to the banks upstream of the MacDougal Creek crossing.
- Vegetation is similar on and off the pipeline right-of-way.
