Observations

Red Jacket Terminal - 22 March 2016 - The principle objective of the NEB Inspectors was to review the API 653 records with respect to in-service and out of service tank inspections, inspection findings, and any required remediation actions undertaken with Plains regional operations staff. The Inspectors noted:

Fenced terminal with entrance signage posted with relevant emergency contact information and two emergency exit gates.

Radar transmitter Hi level and Hi-Hi level as primary and probe as secondary Hi-Hi level. Automatic shutdown at Hi-Hi. Low-Low alarm alsoe installed. Low-Low alarm will shut down out going flow. Over flow protection inspected semi-annually.

UPS power back up installed and will isolate the terminal in the event of commercial electrical power loss.

Impressed cathodic protection installed on tanks.

Emergency valving is tested every six months.

As the on-site records were incomplete, additional information was requested for presentation at a meeting to be held with Plains no later than 1 May 2016. Plains is to reconcile all API inspection records and demonstrate that all the required remediation has been completed.
