The Board administers a Participant Funding Program (PFP), which provides financial assistance to individuals, Indigenous groups, landowners, and non-industry not-for-profit groups to facilitate public participation in certain project hearings and environmental assessments of designated projects.

On 31 January 2019, the National Energy Board announced $40,000 to assist groups and $6,000 to assist individuals with their participation in the hearing for the Enbridge Pipelines Line 5 St. Clair River Replacement project. The PFP received one application and recommended awarding $40,000. The Executive Vice President, Regulatory approved the recommendation. Indigenous groups account for 100% of the funding awarded.
