National Energy Board amends Alberta Clipper hearing locations

CALGARY - The National Energy Board (NEB) has amended the hearing locations for the Enbridge Pipelines Inc. (Enbridge) hearing into the proposed Alberta Clipper Expansion Project (Alberta Clipper).

The hearing, which began in Calgary on 5 November, was scheduled to continue in Saskatoon on 14 November. The NEB has decided to cancel the Saskatoon portion of the hearing. This decision follows notification to the NEB by the Poundmaker First Nation and the Keeseekoose First Nation that they are in discussions with Enbridge and are anticipating a settlement.

The two First Nations have asked to be heard in the Regina portion of the hearing which will begin as previously scheduled on 19 November.

The final portion of the hearing into the proposed Alberta Clipper project will then resume in Calgary in the NEB Hearing Room on Monday, 26 November.

The proposed Alberta Clipper project is a new 1,607 km oil pipeline from Hardisty, Alberta to Superior, Wisconsin. The Canadian portion of the project would involve the construction and operation of facilities including approximately 1,074 km of new 914 mm outside diameter (36-inch) oil pipeline between Enbridge's Hardisty Terminal and the Canada-United States border near Gretna, Manitoba. The pipeline would have an initial capacity of 71,500 m3 (450,000 barrels per day). The estimated cost of the project is expected to be $2 billion with construction to be completed by the end of December 2009.

The NEB is an independent federal agency that regulates several parts of Canada's energy industry. Its purpose is to promote safety and security, environmental protection, and efficient energy infrastructure and markets in the Canadian public interest, within the mandate set by Parliament in the regulation of pipelines, energy development and trade.
