NEB is seeking comments on three segments to Emera Brunswick Pipeline Routing

CALGARY - The National Energy Board (NEB) is inviting comments on three segments to the approved corridor being considered for the Brunswick Pipeline Project.

When granting Emera Brunswick Pipeline Company Ltd. (Emera) permission to construct and operate the Brunswick Pipeline, the NEB based its decision to approve the corridor, as proposed by the company, on studies and other information presented as evidence during the public hearing. In its July application to the NEB, Emera proposed a detailed route that included three segments which extend slightly outside the approved corridor.

Emera stated in its application that these three modifications were being submitted for approval at the request of landowners who felt that the new routing would be a better fit to recent road realignments, and would avoid a landfill while reducing the number of impacted properties. Emera also claims that the request is supported by all potentially affected landowners. In total, 2.1 kilometres of the approved routing would extend outside the approved corridor by no more than 50 metres.

The fact that these three areas are located outside the approved corridor means that an environmental screening process must be undertaken in accordance with the Canadian Environmental Assessment Act (CEAA). The NEB must also conduct its own assessment because the three areas are viewed as proposed variances to its decision approving the Brunswick Pipeline Project.

All landowners potentially impacted by the three variances must receive proper notice informing them of the opportunity to express their concerns. Additionally, the NEB has directed Emera to send details regarding the proposed variations to all intervenors involved in the original hearing application.

All notified landowners and intervenors wishing to comment in writing on the matter of the three variances may do so by filing their letter with the Secretary of the Board and serving a copy on Emera no later than Tuesday, 13 November 2007.
