National Energy Board Southern Lights hearing resumes in Calgary Monday 29 October 2007

CALGARY - The National Energy Board (NEB) hearing for the Enbridge Southern Lights GP Inc. (ESL) Pipeline project will resume Monday 29 October 2007 at 9:30 a.m. local time in the NEB Hearing Room in Calgary, located on the second floor of 444 Seventh Avenue SW.

The NEB previously announced that this hearing session would be in Brandon, Manitoba, to better accommodate the participation of the Manitoba Pipeline Landowners Association (MPLA) and the Saskatchewan Association of Pipeline Landowners (SAPL). The MPLA and SAPL were to cross-examine the applicants' witness panels and present their own witness panels.

On Friday 19 October 2007, the MPLA/SAPL notified the NEB that they have resolved their issues on this project and reached a settlement agreement with Enbridge Pipelines Inc. (EPI). As a result, MPLA/SAPL withdrew from further participation in this hearing.

No other party indicated an intention to participate in the scheduled hearing in Brandon, so the Brandon session was cancelled. The hearing will be completed in Calgary.

The Board expects to complete its questioning of the applicants' witnesses on Monday 29 October 2007 and will then convene for final argument on Wednesday 31 October at 1:30 p.m.

The proposed Southern Lights project consists of applications for authorizations:

  • to transfer EPI's Line 13 to ESL, remove it from southbound crude oil service and reverse the flow to transport diluent northbound from the Canada/U.S. border near Gretna, Manitoba to Edmonton;
  • to construct a 286 kilometre light sour crude oil pipeline from Cromer, Manitoba to the Canada/U.S. border near Gretna, Manitoba;
  • to construct, modify and operate certain other related physical works and activities on EPI's Line 2; and
  • with respect to certain related toll and tariff matters.

The estimated capital cost of the Canadian portion of the proposed project is $384 million.

The NEB is an independent federal agency that regulates several parts of Canada's energy industry. Its purpose is to promote safety and security, environmental protection, and efficient energy infrastructure and markets in the Canadian public interest, within the mandate set by Parliament in the regulation of pipelines, energy development and trade.
