Hot Energy Climate Puts Pressure on National Energy Board

CALGARY - Fuelled by a red-hot energy sector, Canada's federal energy regulator faced a six-fold increase in hearing days last year said the National Energy Board (NEB) in its 2006 Annual Report to Parliament.

The report, released today, says the Calgary-based Board spent 141 days last year hearing applications for development to Canada's energy sector. Nearly a third of these hearing days were devoted to the multi-billion dollar Mackenzie Gas Project. In 2005, the National Energy Board held 22 public hearing days.

"Without a doubt, 2006 was a very busy year for us," said National Energy Board Chairman Kenneth Vollman.

"We expect this level of activity to continue. Given Calgary's highly competitive labour market, attracting the kind of top-notch talent with the knowledge and skill set we require will continue to be a challenge."

Despite this frenetic pace, the Board achieved several milestones in 2006 including:

  • Welcoming five new Board Members: Kenneth Bateman, Strater Crowfoot, Roland George, Georgette Habib and Sheila Leggett;
  • Receiving approval from the Minister of the Environment to substitute the NEB's hearing process for the environmental assessment of the Emera Brunswick Pipeline application;
  • Successfully applying our new Integrated Compliance lifecycle approach to applications;
  • Implementing a suite of comprehensive service standards to let our stakeholders know what we require of them, why it is required, and how long the process should take.

The NEB is an independent federal agency that regulates several parts of Canada's energy industry. Its purpose is to promote safety and security, environmental protection, and efficient energy infrastructure and markets in the Canadian public interest, within the mandate set by Parliament in the regulation of pipelines, energy development and trade.
