National Energy Board to Hear Evidence on Changes to Enbridge Tolls

CALGARY - The National Energy Board (NEB) will hear evidence on an application from Enbridge Pipelines Inc. (Enbridge) to change the transportation tolls and tariffs on its only westbound Canadian pipeline. The hearing is scheduled to begin on 24 September 2007 at a location to be announced at a later date.

Enbridge has applied to raise the tolls charged to shippers using its 849 km-long Line 9 pipeline. The new proposed tolls would apply to the final nine months of 2006 and would be subject to an additional increase effective 1 January 2007.

The Board has identified a number of issues for discussion during the proceeding including, but not limited to, the proposed rate base, revenue requirement, capital structure, cost of debt and return on equity. It will also be considering the proposed changes to depreciation expenses, whether and to what extent terminal negative salvage should be collected and the appropriateness of establishing proposed deferral accounts.

Calgary-based Enbridge said in its April 11 application to the NEB that this toll increase is needed to cover the company's own revenue requirements for Line 9. Enbridge plans to invoice its Line 9 shippers to recover the difference between the tolls charged and its newly proposed tolls.

Enbridge's Line 9 ships 38 200 cubic metres (240,000 barrels) of liquid petroleum per day from Montreal to Sarnia, Ont. and onward to refineries in Corunna, Ont. The pipeline began westbound service in 1999.

Interested persons are invited to participate in this hearing in one of two ways:

  1. by filing a letter of comment, or
  2. by seeking intervenor status

The deadline to apply for intervenor status is noon, Calgary time, 24 May 2007. The deadline to file a letter of comment is noon, Calgary time 23 July 2007. The above documents must be filed with Mr. David Young, Acting Secretary of the National Energy Board and a copy provided to Enbridge and their legal counsel.

Its purpose is to promote safety and security, environmental protection, and efficient energy infrastructure and markets in the Canadian public interest, within the mandate set by Parliament in the regulation of pipelines, energy development and trade.
