National Energy Board schedules a public hearing on Southern Lights application

CALGARY -  The National Energy Board has scheduled an oral public hearing on applications for the Southern Lights Project, dated 9 March 2007, from Enbridge Southern Lights GP on behalf of Enbridge Southern Lights LP (ESL) and Enbridge Pipelines Inc. (EPI).

The hearing is scheduled to start at 9:30 a.m. local time, on Monday, 13 August 2007, at a location to be announced at a later date.

The applications seek authorizations:

  • to transfer EPI's Line 13 to ESL, remove it from southbound crude oil service and reverse the flow to transport diluent northbound from the Canada/US border near Gretna, Manitoba to Edmonton;
  • to construct a 286 kilometre light sour crude oil pipeline from Cromer, Manitoba to the Canada/US border near Gretna, Manitoba;
  • to construct, modify and operate certain other related physical works and activities on EPI's Line 2; and
  • with respect to certain related toll and tariff matters.

Any person may attend the hearing as an observer, and the public can participate in this hearing in one of three ways:

  1. by filing a letter of comment;
  2. by making an oral statement; or,
  3. by seeking intervenor status.

Details on how to file a letter of comment can be found on the NEB Web site at www.neb-one.gc.ca under "Submit documents electronically."

To make an oral statement or become an intervenor, people must first apply to the NEB. Application forms are available under the "Submit a Document" section of the NEB Web site. The deadline for intervenor applications is 12:00 p.m. Mountain Daylight Time (MDT) on Monday 14 May 2007. The deadline for letters of comment and oral statement applications is Tuesday 3 July 2007 at 12:00 p.m. (MDT.)

Documents can be filed with the NEB either electronically through our Web site or by fax or mail. A copy of the letter or application must also be sent to Enbridge Pipelines Inc. and its legal counsel.

The NEB is an independent federal agency that regulates several parts of Canada's energy industry. Its purpose is to promote safety and security, environmental protection, and efficient energy infrastructure and markets in the Canadian public interest, within the mandate set by Parliament in the regulation of pipelines, energy development and trade.
