NEB releases the Environmental Assessment Report on the Emera Brunswick Pipeline Project

CALGARY - The National Energy Board (NEB) today released its Environmental Assessment Report (EA Report) as part of the hearing process on the application submitted by Emera Brunswick Pipeline Company Ltd. (EBPC).

The main finding of the EA Report is that the project is not likely to result in significant adverse environmental effects provided EBPC meets all of its environmental commitments, and all of the NEB's recommendations are implemented. This finding is contingent on the project receiving regulatory approval.

Environmental recommendations are related to the protection of wildlife and vegetation and include the development of a site-specific environmental protection plan, as well as the design of follow-up programs. Among these, EBPC would be required to consult stakeholders on its construction and reclamation plan for Rockwood Park.

Another significant area of concern is the matter of public safety. The NEB recommends that EBPC carry out various precautionary measures including consultation activities on emergency procedures, and carrying out an emergency response exercise within six months of operation of the pipeline.

A government response will now be prepared, and this will require Cabinet approval. The conclusions outlined in the EA Report combined with the government response will be considered by the NEB as it makes its regulatory decision under the National Energy Board Act to either approve or deny the application.

A pilot process, which was agreed upon with the Canadian Environmental Assessment Agency and approved by the Federal Minister of Environment, was used to conduct the environmental assessment. This assessment was integrated into the NEB hearing to avoid duplication while maintaining the breadth and quality of the environmental analysis. The success of this pilot was made possible through the commitment and cooperation of the NEB's federal partners, as well as the participation of the people of New Brunswick who shared their views through written and oral presentations. A large number of people participated in the environmental assessment process, and their input was significant to the NEB in its deliberations.
