National Energy Board schedules a public hearing for Enbridge ACCE capacity expansion application

CALGARY - The National Energy Board (NEB) has released a hearing order for an oral public hearing on an application from Enbridge (Westspur) for the Alida-Cromer Capacity Expansion (ACCE) Project.

The ACCE Project, if approved, will consist of the construction of a 60 kilometre, 168.3 millimetres (mm) outside diametre (OD) pipeline to transport natural gas liquids (NGL) from Alida, Saskatchewan to Cromer, Manitoba.

If this new pipeline is commissioned, an existing and adjacent 323.9 mm OD Westspur pipeline from Alida to Cromer will be converted to transport crude oil rather than the NGL it currently transports. To facilitate the change in service from NGL to crude, Enbridge has also applied for an increase in maximum allowable operating pressure on the existing 323.9 mm OD pipeline.

The hearing is scheduled to start on Wednesday, 11 April 2007. The location of the hearing will be announced at a later date.

The public is invited to participate in this hearing in one of three ways:

  1. by seeking intervenor status;
  2. by filing a letter of comment; or,
  3. by providing an oral statement.

The deadline for applications for intervenor status or intent to make an oral statement is noon, Mountain Standard Time, on 23 February 2007. The above documents must be filed with the NEB, and a copy sent to Enbridge and its legal counsel. For more information about how the public can participate in this hearing, please refer to Hearing Order OH-2-2007, at www.neb-one.gc.ca.
