National Energy Board schedules a public hearing on Keystone Application
CALGARY - The National Energy Board (NEB) has scheduled an oral public hearing on an application from TransCanada Keystone Pipeline GP Ltd. (Keystone) to construct and operate the Canadian portion of the Keystone Pipeline project.
The hearing is scheduled to start on Monday, 4 June 2007 at a location to be determined.
The Keystone Pipeline project is a proposed crude oil line that would run from Alberta to markets in Illinois. The Canadian portion of the line would extend from Hardisty, Alberta to a point near Haskett, Manitoba. The proposed project involves the acquisition and conversion of 864 kilometres (km) of existing gas pipeline to an oil transmission pipeline. This line is currently owned by TransCanada PipeLines Limited. Approximately 371 km of new pipeline would be constructed as part of the proposed project, as well as the construction and operation of pump stations, tanks and other related works and activities. The estimated cost of the project is $664 million.

Details on how to file a letter of comment can be found on the NEB Web site at www.neb-one.gc.ca under "Submit documents electronically." To make an oral statement or become an intervenor, people must first apply to the NEB. Application forms are available under the "Submit documents electronically" section of the NEB Web site.
The deadline for letters of comment and oral statement applications is 12:00 p.m. Mountain Standard Time (MST) on Friday, 13 April, 2007. The deadline for intervenor applications is 12:00 p.m. (MST) on Friday, 23 February, 2007. Documents must be filed with the NEB either electronically through our Web site or by fax or mail. A copy of the letter or application must also be sent to Keystone and its legal counsel.
In June 2006, TransCanada PipeLines Limited and Keystone filed an application with the NEB for the approval to transfer a portion of TransCanada's Canadian Mainline natural gas transmission facilities to Keystone for use in the Keystone Pipeline. The NEB has not made a decision on that application and the announcement of this latest hearing should not be taken as an indication of the outcome of the transfer application. The NEB is preparing for this recent application for the convenience of scheduling and resource allocation.
The NEB is an independent federal agency that regulates several parts of Canada's energy industry. Its purpose is to promote safety and security, environmental protection, and efficient energy infrastructure and markets in the Canadian public interest, within the mandate set by Parliament in the regulation of pipelines, energy development and trade.
